You Are Invited to Change the Future of Rotary

The Council on Legislation, Rotary’s "Parliament," meets every three years to deliberate and act upon enactments and resolutions submitted by Clubs and Districts. The Next Meeting will be April 25-30, 2010.

While the Board of Directors sets policies for Rotary International, the Council is where Rotary clubs have their say in the governance of the association.

Every District sends a representative to present and vote on legislation that is proposed by Clubs and Certified by Districts.

(Proposals must be submitted to the District Representative by September 1, 2008. Proposals will then be sent to each club in a ballot by mail process. Those proposals that are confirmed will be certified and must arrive at Rotary International no later than 12/31/2008. Districts are limited to a maximum of 5 proposals.)

The Process Starts with You and Your Rotary Club:
  1. Ask your Board & Members how Rotary could be changed,
  2. Put those ideas into format of a proposed enactment or resolution,
  3. Look at How to Propose Legislation (PDF), this document gives you the information and means you need to prepare and propose legislation.
  4. Submit your proposed enactments or resolutions to Ron Sekkel by September 1, 2008.
    (These proposals will then go through a ballot by mail process to be certified by the District in order to be forwarded for consideration by the Council of Legislation. The certified proposals will be accompanied by the Certification of District Endorsement of Club-Proposed Legislation (PDF) which is signed by the District Governor.)
